Das mit der Overrides hab ich jetzt selber raus gefunden.
Das es bei mir nicht ging lag nur an den klammern --- die da { }

Overrides
{
/**
* By default, commands are registered with three pieces of information:
* 1)Command Name (for example, "csdm_enable")
* 2)Command Group Name (for example, "CSDM")
* 3)Command Level (for example, "changemap")
*
* You can override the default flags assigned to individual commands or command groups in this way.
* To override a group, use the "@" character before the name. Example:
* Examples:
* "@CSDM" "b" // Override the CSDM group to 'b' flag
* "csdm_enable" "bgi" // Override the csdm_enable command to 'bgi' flags
*
* Note that for overrides, order is important. In the above example, csdm_enable overwrites
* any setting that csdm_enable previously had.
*
* You can make a command completely public by using an empty flag string.
* "sm_addban" "z" // rcon Adds a Steam ID to Source's ban list.
* "sm_admin" "z" // admin Displays the admin menu.
* "sm_ban" "z" // ban bans a client.
* "sm_banip "z" // rcon Adds an IP address to Source's ban list. Only someone with rcon access can ban an arbitrary IP.
* "sm_kick" "" // kick Kicks a player.
* "sm_map" "z" // map Changes the current map.
*/
"sm_cancelvote" "o"
"sm_cvar" "z"
"sm_execcfg" "b"
"sm_help" "z"
"sm_rcon" "z"
"sm_reloadadmins" "z"
"sm_silence" "p"
"sm_voteban" "z"

Also oben eine Klammer und unten eine klammer. Wenn da jetzt eine leere Zeile
dazwischen ist obs dann auch noch geht weiss ich nicht.
Ich hab einfach angeknüpft an das was schon drin stand in der cfg.
Deaktiviert * genauso eine Zeile wie // ?
