if it is only one server, maybe that file on that server is different to the original file.
First of all try validating your game files. You can do this by right-clicking the game and select "properties". Then go to "Local Files" and just click "Validate integrity of Game cache".
If it returns you with a thumbs up and it does not download anything AND THE PROBLEM STILL EXISTS, try looking into your cstrike folder and check "Scripts" if there is a "soundscape_aztec.txt" in there, delete it.
