I've made a new plugin, Round-End Alltalk, which simply changes sv_alltalk at round end and when all terrorists are dead. There you'll also find instructions for using it with "sm_deadtalk 1" and a patched version of the SourceMod basecomm plugin to have dead alltalk (where dead players can hear ALL other players).
An admin can feel free to unapprove this plugin as superior methods have been found to it.
