We have figured that the server with the IP 146.66.152.14 is unreachable for us. Even creating a new account will not let us connect as we still use the same IPs to connect to the steam servers.
I did see those posts, but they only show that an intermediate router has ICMP replies disabled.
I am able to ping and tracert many affected users from this server (146.66.152.14) with no packet loss. Additionally, I have a many metrics available which show this server is properly serving a large number of customers.

I figured the servers are set to link.
The main server seems to be 146.66.152.14.
The other IPs relay you to 81.171.115.* which continues to 146.66.152.14
This also explains why you sometimes get the error message in different time periods.
