Orangebox Wird Nicht Gedownloadet

allo.Ich habe das problem das ich mir einen tf2 server machen wollte und das alles nach mehrmaligen versuchen nicht geht.Ich bekomme einfach die orangebox sachen nicht gedownloadet ich verstehs auch nicht.
von der wiki > hldsupdatetool -command update -game "tf" -dir C:\hlserver

kann mir vieleicht jemand das zeug schicken oder hatte wer ne idee?

Das problem :
ERROR! Failed to request AppInfo update, not online or not logged on to steam.

OK bin ein wenig schlecht in englisch das hab ich schonmar das näste problem :ich mache app_update 232250 und dan :ERROR! Failed to install app ´232250´ (no subscripton)
